In traditional management, managers decide how the work is to be done. This is the essence of Taylorism: experts find the “one best way” to do the work and managers then instruct the workers how to do it.
In radical management, management steps aside and draws on the talents, ingenuity, and insights of the cross-functional team to find the best way to attack the task. Traditional management is typically concerned about the risk of delegating such a decision to a team. But the risk isn’t significant when the work is being done in iterations.
